Neighborhood Associations and Local Governance in Japan examines how local associational structures powerfully affect the quality of local governance - and thus the quality of life for Japan s citizens and residents. It draws on a strong body of empirical data provided by the first national survey of neighborhood associations carried out in 2007, and shows Japan s ubiquitous local neighborhood associations (NHAs) contribute to local governance directly and indirectly. NHAs support local government policies through assisting in implementation or even through taken on the duties themselves, and are a critical bastion for sustaining social capital. Although local neighborhood associations are found in many countries, Japan s NHAs are distinguished by their very high participation rates, making them important for the study of society and politics, and blurring of the state-society boundary. Most Japanese belong to one NHA or another, and they are Japan s most numerous civil society organization - and one that powerfully shapes policy outcomes in the country.
